Creating a BID in Congress Heights
Analyzing over a thousand properties in Congress Heights, identifying quickest petition path, and creating the application for DC’s dual-track BID formation process with City Council and DSLBD. Created online dashboards, maps, and lists of properties to support the application. Partnered with the Prospering Places Congress Heights to plan BID budget, organize board of trustees, set initial priorities, connect to BID directors, and identify additional revenue sources.

MLK Library Loggia Project

Research / Placemaking / Engagement
Partnered with Brandes Partners on four-month long research, engagement, and design process to reimagine the library’s outdoor presence in public space. We performed an extensive international best practices search, interviewed 30 experts, and engaged over 100 stakeholders, library staff, and placemaking professionals to form a revitalization strategy.
Through recommendations on organization structure, a menu of events, a list of critical infrastructure and a plan for essential staffing, we provided an action plan that will make the Loggia DC’s premier downtown public space.

Rethinking Downtown

Recasting the idea of downtown DC in the post-COVID economy. Synthesized fiscal analyses of DC’s major and emerging commercial. Incorporated new national frameworks for urban cores. Brought together civic leaders to discuss economic development strategies and data sharing possibilities.

Congress Heights BID Study
Congress Heights Community Development and Training Corporation
Analysis / GIS / Research
Evaluated the feasibility and revenue potential of a Business Improvement District in the Congress Heights neighborhood using property tax records, GIS Mapping, and on-the-ground research for several thousand properties.
Delivered a feasibility report, revenue strategy, and game plan for BID creation.

Landis has led planning, mobility, and public realm projects since 2015. He’s worked with nonprofits, startups, place-based organizations, and BIDs in Chicago, Boston, Durham, Tulsa, and DC.
Landis works toward thriving and sustainable places, economies, and organizations. He is adjunct faculty at Georgetown University’s Urban and Regional Planning program and is an AICP certified planner.
